Minnesota Department of Agriculture seeks input for review of 4R incentive programs

The Minnesota Department of Agriculture (MDA) has announced a request for proposals to conduct a literature review of 4R-based incentive programs involving agricultural retailers. The 4R approach focuses on using the right fertilizer source, at the right rate, at the right time, and in the right place. This method aims to improve nutrient management and environmental outcomes in agriculture.

The chosen vendor will be responsible for identifying and evaluating various incentive-based models. These may include per-acre payments, technical assistance and training programs, 4R certification, and placing conservation agronomists within retail facilities. The review could also consider similar programs implemented in other states.

Following this analysis, the vendor will make recommendations on how to structure a cost-share program with agricultural retailers. These findings are intended to support stakeholder discussions and will be included in a report to the Minnesota Legislature.

Additionally, the review will examine how such strategies could align with the state’s Agricultural Water Quality Certification Program and other efforts under Minnesota’s Nutrient Reduction Strategy.

Key dates for this initiative include the opening of the request for proposal on October 15, a deadline for questions on October 27, submission of proposals by November 5, and a project completion deadline set for February 16, 2026.
