Minnesota State Representative Jim Joy announced on April 26 that there has been progress on a proposal to allow a local option sales tax. Joy addressed the importance of this measure in a message to his constituents.
The proposal is significant for rural communities, where volunteer fire departments play a crucial role in emergency response and maintaining lower Insurance Services Office (ISO) ratings. ISO ratings, which range from 1 to 10, are used by insurance companies to help determine home insurance costs. Lower ratings generally mean lower premiums for families.
Joy said that many rural areas face higher ISO scores not due to lack of effort but because of challenges such as distance and infrastructure. He emphasized the value of strong local fire halls: “When a fire happens, your local fire department is your fastest response and your first source of water and protection. It’s not just about emergency response—it’s about protecting property, lowering costs for families, and keeping communities safe and stable.” Joy added that maintaining these departments is personal for him due to their impact on the towns they serve.
He thanked a testifier from the City of Audubon who advocated for the local option sales tax during recent discussions: “Your voice made a big impact in moving this conversation forward.” Joy encouraged continued efforts toward giving more control back to local communities regarding funding decisions.
Looking ahead, Joy expressed hope that momentum will continue so the measure can be finalized: “Let’s keep working to return more local control to local communities, and get this across the finish line!”
