Roberto Carlos Munoz-Guatemala, a 39-year-old Mexican citizen, faces federal charges for assaulting a federal officer with a dangerous weapon, resulting in bodily harm. Acting U.S. Attorney Joseph H. Thompson announced the charges.
Court documents indicate that Munoz was previously charged in December 2022 with sexually abusing a minor and later convicted of Fourth-Degree Criminal Sexual Conduct, a felony.
On June 17, 2025, multiple federal agencies sought to arrest Munoz due to his illegal status in the United States. Identified law enforcement officers stopped Munoz during a traffic stop. Despite commands to lower his windows and open the door, Munoz did not comply. Officers broke a window when he refused further compliance.
As an ERO Officer reached into the vehicle to unlock it, Munoz drove off with the officer’s arm caught inside. The officer was dragged approximately 100 yards while attempting to stop Munoz using a taser twice without success.
The incident resulted in significant injuries to the officer, including cuts requiring stitches and abrasions.
Acting U.S. Attorney Joseph H. Thompson stated: “Law enforcement officers deserve our respect, our gratitude, and our protection… The U.S. Attorney’s Office has no tolerance for violence against law enforcement officers.”
Special Agent Alvin M. Winston Sr. of FBI Minneapolis commented on Munoz’s illegal presence and actions: “Munoz had no legal right to be in this country—and certainly not free in the community after a conviction for sexually abusing a minor.”
Peter Berg from ICE ERO St. Paul called it “a brazen and cowardly act by a criminal illegal alien.”
The investigation involves FBI, ERO, and HSI agencies with Assistant U.S. Attorney Raphael B. Coburn prosecuting the case.
The press release clarified that Munoz is Mexican rather than Guatemalan as previously stated.
Munoz is presumed innocent until proven guilty beyond reasonable doubt.
