FOIA Request to Minnesota Office of Higher Education Regarding Financial Aid Fraud on May 7, 2025.

As part of our ongoing commitment to uncovering and reporting on local governmental affairs, we at Minnesota State Wire have submitted a Freedom of Information Act (FOIA) request to the Minnesota Office of Higher Education. Our request seeks detailed records concerning financial aid fraud within the state’s higher education institutions.

This inquiry is driven by alarming reports from California, where community colleges are grappling with escalating financial aid fraud. According to an article from CalMatters, bots account for 25% of applicants in these fraudulent activities. These scammers, known as “Pell runners,” exploit artificial intelligence to secure grants and then disappear, resulting in losses exceeding $5 million since 2021. Despite increased detection efforts, this type of fraud continues to challenge cybersecurity measures and overwhelm online classes.

In light of these developments, we are requesting specific data points from the Minnesota Office of Higher Education if they track such incidents. The requested information includes:

– College Name
– Applicant Name
– Fraud Amount
– Fraud Incident Date

As members of the media dedicated to transparency and accountability, access to public records is vital for us to fulfill our professional responsibilities. We believe that this information will help illuminate the extent of financial aid fraud within Minnesota’s educational institutions and provide valuable insights into how these issues are being addressed.

Additionally, we have requested a fee waiver for this information due to our role in disseminating news and holding public institutions accountable. Our affiliation with The Coalition Opposing Governmental Secrecy further underscores our commitment to investigating state and federal governmental agencies through Freedom of Information and Sunshine Laws.

We look forward to receiving the requested data and will continue to keep the public informed about this critical issue affecting higher education.
