Officials from Dakota and Scott counties held a groundbreaking ceremony on April 29 for the new Recycling Zone Plus facility in Lakeville. The event was attended by state and local leaders, including project supporters Representatives Jon Koznick and Liz Reyer.
The new facility is designed to address growing needs for waste management as both counties’ current recycling centers have exceeded or are nearing their capacity. It will provide residents with a safe, convenient location to dispose of household hazardous waste, electronics, recyclables, scrap metal, tires, and other materials. The site will also feature a Reuse Zone where people can pick up usable items such as paints, stains, cleaners, and automotive chemicals at no cost.
“We are providing safe, convenient and efficient drop-off for household hazardous waste, as well as a Reuse Zone for people to pick up items they can use at home,” Dakota County Commissioner Mary Liz Holberg said.
Construction costs will be funded through state grants from the Minnesota Pollution Control Agency (MPCA), federal funds, Dakota County landfill fees, and contributions from Scott County. The Recycling Zone Plus is expected to open to the public in late spring 2027.
Scott County Commissioner Jody Brennan said Recycling Zone Plus represents innovation and regional partnerships. “But it’s also important beyond the representational — this facility will have a lasting impact on the environment, the economy and the communities we serve,” Brennan said.
Anna Hotz of MPCA addressed the need for facilities like this due to rising waste generation in Twin Cities communities. “To manage that waste, we need innovative solutions like we’re here to celebrate today,” said Anna Hotz, MPCA assistant division director. “We need those to protect the environment and human health of the communities and the region, and that’s why projects like this are so important.”
